This is the body in charge of the monitoring, control and evaluation (internal and external) of the development of the implementation of actions .
The monitoring system foreseen in this project development is based on the following key points:
1. Development of a system of project evaluation indicators that allows to know the goals and intermediate achievements.
2. Technical reports of the person in charge of each area and of every technical work team that include the implementation degree of each action and the difficulties found during the implementation progress. The reports will be sent to the Steering Committee for their analysis and decision-making.
3- Technical task meetings between the persons in charge of each area of the Project Management Committee and the persons in charge of the technical equipments.
4. Web site of the project that will be used as a monitoring instrument thanks to its ongoing updates.
The internal evaluation methodology will begin by obtaining data about the considering aspects in the auto-evaluation. It will continue with the internal distribution of the data and it will finish with work team group meetings in which the results will be discussed. This will allow to detect the possible deviations merged within the foreseen goals and the results achieved.
The external evaluation methodology will be about the organization, contents, participants and results achieved.
The external evaluation system will have two differentiated milestones: intermediate evaluations that evaluate the implementation process and identify the elements that could be improved, and a final evaluation that will analyse the effectiveness of actions and the existing deviation between the suggested goals and the results achieved.
The project external evaluation performance will be in charge of independent experts.
